BBC Sport reported on Monday night that the deal had gone through for the player who has been at the Stadium of Light on loan during the 2013/14 season.
Borini joined Liverpool from Roma in 2012 but he has struggled to make a mark in the first team, Sunderland were interested in signing the striker after his loan period with the club, but he decided he wanted to stay on Merseyside and fight for his place.
There was a chance that the 24 year old going to Watford who put in a £7m bid, but the Black Cats offered more and will pay £7m up front with the fee rising to £9.75m with add-ons.
