Graham has been out on loan before to such places as Hull, Wolves and Middlesbrough, he has been with Sunderland for three years but has struggled to live up to his £5 million price tag.
The 30 year old was in the side that lost to Tottenham at the weekend and now that he has signed for Rovers, it may be that the striker will not play for the Black Cats again as his contract runs out in the summer.
Graham told the Rovers official website: ‘For me to get out of Sunderland and have a fresh challenge is superb. I can’t wait to get going and hopefully we can pull together and move up the table.’
Graham goes straight into the Rovers squad for the next league game against Charlton Athletic.
