Steve Bruce has been chasing Heiko Westermann for the past few weeks and launched the bid last week for a reported £6m.
Westermann, 26, misses the World Cup for his nation due to a foot injury but this has not stopped the persuit of Quinn and Bruce to bring him to Wearside.
Talks have went well in Germany and the deal could be all tied up by next week once personal terms are agreed.
This could be a great signing for Sunderland who are moving quickly in the transfer market to bolster their team in preparation for next season.
