From Vital England:

Andy Carroll ‘looks set’ to be called-up for the first time by Fabio Capello, although the Newcastle man ‘might not’ be the only U21 player graduating into the full squad this time if ‘growing reports’ are accurate?

His omission form the U21 squad is thought to mean that a call-up for the first time will come, although Blackburn’s Phil Jones and Sunderland’s Jordan Henderson have also been left out of the U21 squad, fuelling ‘rumours’ that they too will be called-up by Capello on Saturday night?

It is being suggested that this squad will be very much an experimental one with several ‘kids’ given a chance, and these are among the ones most rated at U21 level.

Stuart Pearce has hinted that Capello will be calling on some youngsters, leaving these out of the U21 squad going to Germany ‘seems’ to suggest that they will indeed be called up, although that said he also said that a lot of players have been playing a lot so if they are not called-up they will just be rested…
